Local and Non Local Status of AP Students in Hyderabad 2014

Andhra Pradesh students in Hyderabad and other parts of Telangana seems to be in a fix. Lakhs of students studying various courses in schools and colleges are going to face tough time in their careers, if the current impasse and conflict over local and non-local status continues further.

The biggest issue would be different criteria in AP and Telangana states to decide local and non local status for admissions in higher education. As per the proposed decision of the Telangana Government, the parents of the students should be from Telangana region and they must have been residing in the region prior to 1956 in order to be considered as local. With this decision, most of the students from AP who are studying in Telangana including Hyderabad will not come under local category, even if they complete their education from Nursery to Graduation in Hyderabad.

At the same time, the AP government is following the old criteria to determine local and non local status. As per that, the student should be studying in the AP region for at least four years without break. The children / students of settlers in Hyderabad may not meet this criteria as their entire education would be in Hyderabad.

Hence these students will not be considered as the locals of either Telangana or Andhra Pradesh. They are not local in Telangana as their parents are not sons of the soil of Telangana (do not have their presence prior to 1956). And they are not the local students of AP as they did not study in AP region (AP after bifurcation). So, they have to fight for 15 percent seats in both the states of AP and Telangana as like they are competing for seats in Karnataka and Tamilnadu.
